Windows 7 - Cannot get on the internet - wired or wirelessly

I have a Sony Vaio with windows 7 OS (64bit), I have installed and ran several differnet antivirus and malware programs and found nothing. I ran a full virus Scan (Kasperksy anti-virus 2012) and no issues found, I tried to do a System Restore to earlier date (it failed), I can see that i have an issue with the WAN Miniport IKEv2 (It will not deinstall...to try and reinstall...it just errors), I get "Diagnostic Policy Service not running" every time i try to trouble shoot. I have even performed a system scan (cmd.exe....cfs/scannow) and it found nothing. I even bought a new USB wirelss adapter to try and get online and it doesnt work. I have tried to log on to the internet at work through our network as well as at home through my home netowork (two different providers) and nothing works. Any suggestions?

Check your computer's Device Manager if the Network Adapters are both presents. Are there any ! X or ? symbols?

Here's a general guide on how to use the Device Manager.

Have you checked your computer's Bios setting if both wired and wireless integrated ethernet are enabled?

thats for the suggestion - I will look into this. The only "!" i see is next to the WAN Miniport
