Windows 7 remote desktop

I have a few computers ive setup just for Remote desktoping into. Now the issue I am running into is my new build will only allow a log off but will not allow a full shut down. I am running windows 7 pro 64 on my workstations and the computer I am remoting to is a windows 7 32 bit. any tutorials would be great.

yes I am familiar with cmd shutdown -i but would rather be allowed to do it other than an admin
