Windows 7: Can't dial up to connect to Internet

I'm getting this error again and again.
Cannot load the remote access connection manager service.

Error 711: the operation could not finish because it could not start the remote access connection manager service in time. please try the operation again.

I have tried the solution given on the net for example. deleting all the files in /system32/Logfiles/Rtbackup etc.

and



Opening the services tab and enabling the services manually but there arises dependency error.

However,deleting the files from the Rtbackup folder(option 1) solves my problem but on the next restart it again encounters the same problem and I have to first delete the files and then restart again.

isn't there a permanent good solution for this ?
