I would greatly appreciate any insight you could offer into the matter
(btw im not sure if i did the static IP solution right because How to Assign a Static IP Address in XP, Vista, or Windows 7 - How-To Geek just shows the "how to" but no the rules that govern the process so i might have screwed up)

How are you setting up your laptop to share internet with the desktop? Ad-hoc? If so it would only be a temporary setup and more than likely your desktop will drop off when you restart laptop/desktop.

From the ipconfig, you're desktop's ipv4 is 169.254.71.63(Preferred). No good!
Desktop also does not see gateway.

Try this on your desktop ipv4 setting (set up manual IP not dhcp):

Address===> 192.168.0.10
Mask====> 255.255.255.0
Gateway=====> 192.168.0.254
DNS =====> 87.244.194.90
217.119.113.245

(not sure why the gateway has that ip but if your laptop works should be good)

You may also try the Google ipv4 Addresses. They are as under.

I P Address 192.168.0.10
Subnet Mask 255.255.255.0
Default Gateway 192.168.0.254

Preferred DNS 8.8.8.8
Alternate DNS 8.8.4.4

Alternately you may consult your ISP for these addresses but use the Google provided PDNS and ADNS instead of the ones provided by your ISP
