Windows 7: Some 'Public' folders won't open - acess denied ?

Some 'Public' folders won't open - acess denied ?

I have a number of "Public" folders that give an error when trying to open...also have a little "lock" icon next to them as in jpg attached.

Is this normal and if not...how do I fix/repair these folders to open on request ?

In general high lighting the folder then just going to the "share with" tab then adding "type in"> "Everyone" to the "shared with" list should give you access to those files. You may need to enable Pubic folder sharing in the Advanced Sharing settings as well.
