Why is my ISP slowing me down?

Well my ISP is slowing me down like crazy today. Here is a speedtest.

By the way, I am switching to Virgin Media (Fibre Optic) soon but I am just interested in why this is happening.

who is your isp, and can you phone to ask if there is a problem in your area.

Slowing down.
Just lately it's been getting pretty damn slow, had it installed for maybe a month, still using 7068. 70gb HDD free so its not a space issue, defrags run daily as with virus scans.
