Windows 7: Base Filtering Engine stops internet access

Windows 7 Home Premium 64bit.
Base Filtering Engine stops internet access


I was facing issues to start windows firewall and was prompted with following message
Windows firewall can't change some of your settings Error code

So i landed up at Unable to start Windows Firewall and fixed the issue, but now if I start BFE service I don't get access to internet.
I guess the spyware or adware or watever it is still exists, following are some weird things on my laptop

There is this program always asking for premission it change something on my disk it says

Location ..\SysWOW64\command.exe wants to execute some werid .exe file under temp folder, but this file doesnot exits there.

Also, I am unable to open and most of the anti-spyware websites, somehow I managed to download and install Spyblot but it did not find anything

also the BFE service runs like this C:\windows\system32\svchost.exe -k LocalServiceNoNetwork
I wonder why NONetwork?? is it correct?

any help?
