Ralink RT5390- How can I create a second routed Admin PC??

Hello! I am trying so hard to make my HP computer able to access the internet without the primary (Administrator PC) being able to cut off my connection or change the setting to no internet access and have it affect me. It is a sticky situation; and I rather not go into why I need to do this... But you would want to help me if you knew! Anyways, I had someone with my charter internet tell me that i could do this with a mac ID and I have that. I just have no idea where to go from here! Can I create a second routed signal through my computer and have it private even though there is another PC routed as the administrator in the same house? Please let me know something!! Thanks! Also, it is a Ralink RT5390 802.11b/g/n wifi adapter. If you need any other info let me know!
