What do you mean when you say "locking it out"?

Does it say that account is disabled?
Are you sure you are logging on locally and not via the domain?

Log into the account locally with an administrators credentials.
Click start > right click My Computer > Manage > Local Users and Groups > Users

Find the account which is locked and right click > properties > untick "is disabled"

Please report your findings
