Where is the location of IP Helper on my computer?

I made an account on this site because I wanted to ask the computer specialists on where I could find IP Helper on my computer.

I went to my start menu -> services.msc, and I was told that there should be a service called IP Helper in list of that window. It was in alphabetical order, and all I found that started with the letter "I" was IKE and AuthIP Keying Modules, Interactive Services Detection, Internet Connection Sharing, and IPsec Policy Agent. The only thing that came close to IP Helper was TCP/IP NetBIOS Helper. But I believe they are not the same thing.

I thought I was not the only one with this problem, so I did a little searching on the internet. It turns out that the majority of people who wanted to do something with IP Helper got referred to the steps above. So, I may be the only one with no IP Helper on my computer.

If I go to C:\Windows\System32,I have a file in there called "Iphlpapi.dll" Does that mean anything?

If it helps, my computer is the Dell Studio XPS 7100 series. Windows 7 Home Premium 64bit.

I did click on the windows orb and type in services, but IP Helper is not listed there.

The OS came preinstalled in my computer.

As for tweaking, the only memorable one that comes to mind was when there was this virus in my computer that refused to go away. I system restored my computer many times until the issue got fixed.

As for that command prompt, I copied and pasted it into the command prompt window. It looks something like this:

C:\Users\Harry Soung> C:\Windows\System32\svchost.exe -k NetSvcs.

I press enter, but nothing happens. It just opens up a next line with C:\Users\Harry Soung>

I actually went to my System 32 folder, and found svchost.exe the application. But I double click it and nothing happens.

Can you find a file named Iphlpsvc.dll in that System32 folder?

Also see if you can find it in the services tab in Msconfig.

And what the heck led you to look for it to begin with? What kind of problems were you experiencing? Trying to check for IPv6 readiness?

I do in fact have a file named Iphlpsvc.dll in my System32 folder.

And I want to find it because I keep getting disconnected from playing League of Legends. One of the solutions was disabling IP Helper, and it turns out that it works. But I cant find it on my computer. I follow the same steps everybody else did, but to no avail.

1) To open an Elevated Command Prompt Window (the CP window), click on Start, All Programs, Accessories – then right-click on Command Prompt, and select Run as Administrator. Accept the UAC prompt.

I copied the blocks and it says that "The specified service does not exist as an installed service. Am I doing something wrong, or what?
