Ports are not open even if i have set them open.

I go to my cmd, and i type ''ipconfig /all'' Then there comes this list as usually. I type it in my browser, i get access to my modem i go to forwarding and i open ports from 27000 to 27015. After that i go to to ''http://www.canyouseeme.org/'' There i type that port and it still says: ''Error: I could not see your service on **.**.***.*** on port (27015)
    Reason: Connection refused''
