Win 7 ultimate x64
my simple solution

I have been having the same problem for about a week. Tried everything, reinstalling drivers ... I read this post and started deactivating my firewall ... Nothing was working.
My XP laptop sitting on my desk was getting 15 Mbps, my Win 7 desktop was getting .5 Mbps and sometimes would eek out 3 Mbps d/l. Upload was always 5 Mbps.

Nothing worked, until I happened lower one of the antennas on the back of the wifi card. Speeds shot up to 15 Mpbs instantly. So the problem was that both antennas were vertical. Frustratingly simple.

I guess the physics of electromagnetic waves was the problem.
