IIS Win7: 404 - File or directory not found

Windows 7 enterprise S1 - IIS 7.5

I have configured a Virtual Directory to my Default Web Site: http://ServerHost/MyVirtualDirectory

I can browse the directories and files in this directory and subdirectories, but when I tray to open a file (.cfg, .img, Etc.), I receive a "404 - File or directory not found."

This is for a Red Hat Enterprise Linux kickstart (unattended) installation process. I did this hundred of times with WinXP IIS, but it is REALLY VERY frustrating to deal with this in Windows 7 IIS.
