Have you tried connecting via Ethernet?? That might just help me understand a little better.

yup with the same results, like i said, all indications are that i have internet on that machine, but the browser will not connect. either via wireless or direct connect to modem. i have three laptops on the table, two work, this one does not and it just started doing this, it was working fine this morning, and just flat stopped.

Use another computer to transfer chrome or similar to your troublesome PC, and see what happens..

Such strange behaviour. I have never had anyone bring me a PC with a problem quite like this, it's very unique.

Ok, now this is just downright wierd.

    i cannot go to Google

i can however go to https://www.google.com

i can get to https://mozilla.org etc

if its a secure site i can go there, but not a regular website apparently.

That may suggest a problem with your firewall, or antivirus being 'overprotective'
