Can i Setup Static IP when using VPN service ?

Hi... Sorry if i posted in wrong section... seemed like the right place to me...

I am contemplating a few VPN services such as SwissVPN and RoadWarriorVPN
but they are too expensive and require a minimum of 6 months of service...

So my questions is ... If i choose one of these services, will i somehow be able to make a configurations to always show static IP, not my own, while still benefiting from their service as far as anonymity goes, etc?

I am by no means a network guru and would very much appreciate the input from one. I just need my a static IP, when torrenting, every time.

Any suggestions as for other VPN services that have decent speed and are based out of Switzerland, or even a work around are more than welcome.

Thanks a millions, guys. Don't know what i'd do with out ya.

Let me get this straight off the back since your so quick to jump the gun. This is not a matter a PIRACY, this is a matter of torrenting. I do not know WHY people people jump to conclusions and think of that when the subject is brought up. Have you never downloaded a torrent file? It was pretty fast and useful, wasn't it?

I am torrenting a collection ROMs for several difference Android Devices, tablets and phones a like, and all the necessary files needed to root and flash them them because hosting sites go down, etc. D you know what this does? It makes it harder for people wanting to play with there phones harder even impossible because what they need isn't available. Android Developers develop our android toys for FREE and cannot do everything by themselves. I enjoy doing this and i want to contribute. Torrenting is very useful or it wouldn't be around, not to mention the benefit of the MD5 Checksum, and if i'm not mistaken, an added layer of security when configured properly. I want my privacy and protection and that it is none of your concern, which proves my point.

I hate to be blunt but this is how i feel. I hope you still have some input on the matter.

None of the things i intend to share are illegal. I am meaning to make things more convenient for people. Nothing will be posted without the developers permission, but trust me, they will love the idea. They're just too busy to do it themselves. I apologize for responding to your tone with one of my own.
    Anyway, let me explain:

I am supporting the Android Community by trying to provide a stable way to get ALL files that are needed, which at times can be a difficult task for noobs, like me, on the subject.. Not to mention that these files are used to flash information on to ROM (Read only memory) and it's preferred that the files be checked before using, such as most torrent clients do. I am part of xda-developers.com, androidforums.com, and many others. Although i'll admit, i'm a low ranking member but i LOOOVE modifying phones =)

But i will be straight forward and tell you that since i've made the decision to contribute to the Android community i don't need anyone trying to hack in to my computer through torrents, for whatever reason. I'm a newbie and i don't know what developers are capable of, if they try to retaliate against other developers, etc. I know that torrent clients can open me up to a lot of exploits, though. Static IP has many benefits.

So again, to reiterate. Can i use a VPN service of some sort, setup and use a static IP through a torrent client, and still benefit from the security that the VPN offers?
