Windows 7: I need help on some annoying problem ..

Here goes, everything is and was protected what concerns wireless (past ISP) and computers .. Yet it draws parallells between our privacy (new ISP, no wireless) and these neighbours of mine ... I have tried about everything, looked at everything, complained numerous times and tried to press charges for ten's of times .. After quite a while this problem doesn't seem to come to and end and somehow it may relate to our ip or a problem I have involving Winlogon and Wininit .. ? They told me it is because of used resources which isn't completely true since it can happen at irregular moments when no resources are being used... That's where often these parallells begin to appear.. Same for accounts not being accessible and such. I have been monitoring incoming ip's in the past and found some that wheren't exactly common. It also involved / involves cyberstalking and offline approaches or "stalking" so to say .. Which is disgusting me at times .. I even got attacked on certain content I had been reading, looking at and listening at .. Not to mention contacts that are often being ruined, chased away or riled up in my direction, allegations, dialogues and guiltings that fit with it.. And stupid jokes all together .. mainly in the past. Also stalking trough forums, games, (chat)rooms which has been going for quite a while even receiving a simple phonecall from my ISP makes it happen that this kid next door appears in front of my window where I'm doing the phonecall (front living room) .. If they had taken the charges serious (i think) it would have been figured out by now.

I also had found a MAC address from a computername: skatecomputer (kid next door) on our previous modem (old isp which we abandoned at this time).

Also, I use this tool at times to close down incoming ip's and that's where I come to find that some users are getting thrown off a gameserver (steam) or chatroom .. What could be the cause to this?? We only have one modem and one computer.

At times .. The administrator account dissapears or is inaccessible .. Even when the password is written down to make sure.

I also came to find and was able to trace some and certain masked ip's .. Unmasking those brought me to the original ip's elsewhere a few places further up, so um?



Perhaps this is the wrong post in the wrong thread but I am looking for a solution .. It also seems according to my two other computers .. That they only last for about a year and then they're done and finished .. I am quite secure and precise on it .. Even when I find a virus or trojan .. Anyone with some knowledge on IP, Winlogon or Wininit, Csrss.exe? Because I am quite much out of ideas .. And it is quite sickening.
