Why do i not get a truthful speed?

So i know my download speed and upload sucks, my parents choice not mine to make.
I know the speed ISPS tend to tell you are also false. I was wondering though why is it false? Why do i only get 360-370kbps downloads when my parents are on a plan that says 3mbps download max? Same with my friend his speeds are around 14mb max, but he only gets around 1.5mb/sec.
Can someone explain why the upload and download are not what they are said to be?

3Mbps = megabits per second
375Kbps = kilobytes per second

3Mbps = 375Kbps, so you are getting full speed. I wager your friend is also getting the correct download speed.

350 kb/s = 2.867 mb/s

375 kb/s = 3.072 mb/s

ISPs usually give a max figure but try and stay
reasonably close to their advertised speed.
