Which IP are you trying to change?

The one assigned by your ISP to your router? (Public IP address)

Or the one assigned by your router to all your computers? (Private LAN IP address via DHCP)

    The public ip.

Have you checked with your ISP that you're not being assigned a static IP address?

If it's a static IP your ISP gives you then it's no go.

If it's dynamic and the DHCP server assigns you it then turning your router on and off won't necessarily change your IP address. IP addresses from the DHCP server have a lease period. If you connect to the Internet before the lease runs out then you renew the lease and keep the address. You can view the lease period with ipconfig /all in cmd.
