missing dns server, missing rpc server no internet

i have a 2006 acer laptop that just recently decided not to get onto the internet. it will connect to the network but no internet. i have looked at more forums than i can count but to no avail. i will try to list the problems/symptoms but i am not familiar with programming language and don't know exactly what all the command prompts are suppoed to achieve and the like.

-isatap ipv6 adapter is not working (some people say it does'nt matter but???)
    -ip address starts with 169
-ipconfig /release and release6 does not work because "an address has not yet been associated with the network endpoint"
-ipconfig /flushdns does not work because "function failed during execution"
-cannot displaydns because "dns cache is unavailable"
-cannot registerdns because "rpc server is unavailable"
-checked my services and found some dependant ones that i could not manually start ERROR 1075: DNS client service, tcp/ip netbios helper, routing and remote access, internet connection sharing (ics). all failed to start with the same error code 1075
    -ERROR 10022- netlogon service
-tried "netsh int ip reset" but reset echo request failed. "access denied". i am the admin for this computer. it worked the first time i tried it with no errors. now i get the failed echo message.
-cannot setclassid "as know adapter is in a state permissable for this action"
-i saw something about the dhcp
-read on one forum that people were having trouble after deleting norton(symantec) programs. i have deleted norton programs and think i got all of them (how to be sure?)
    -netsh winsock reset successfully
-tried regrepair, regseeker, and a few of those "free download" programs that say they will fix your problems after you register/purchase them. i figure if the computer can stop working so easily i can get it to start as easily. maybe that's naivety speaking.
-i have scanned my cpu for viruses (naturally) with 3-4 different programs (maybe norton would have found something). clean
-thought it might have something to do with the registery since i had a nasty virus several months ago that i think changed it somehow.
-of course my system restore points are dated after this problem occured.
-i bought the computer at staples and it did not come with a windows startup disc.

i can't think of any more though i know i've tried more than is listed. the dns and rpc servers seem to be the main coulprits but how do i fix that? also possibly the norton issue? i've read so many forums i'm seeing triple and everyone seems to suggest the same things. i've tried them so many times (to no avail). i've even changed the network adapters ipv6 and ipv4 adresses to 208.67.222.222 with the alternate. nothing. there has to be something i'm overlooking but what!? if anyone can help i will probably never be able to thank them enough. hopefully someone is genius enough to figure this one out. sanity is slipping away little by little.

What do you mean it connects to network but no internet?
Are you in a LAN? Since ip starts with 169
You should describe your network environment and it would be more helpful for people to diagnose.
For example if you are in a Corp LAN, maybe you need to set a proxy to connect to the internet etc.

i have two different networks at two different buildings at my job. typically i would just walk into one with my laptop, turn it on, and the laptop would automatically find the network in that building and connect to it and the web. now it connects to the network but no web. i have tried connecting both wirelessly and by ethernet and the result is the same. limited connectivity to network and internet not available. hope that helps. i dont know all the specs and technical stuff about the network only that it hasn't changed in the 4years i've been working here. this just happened one day. i booted the computer to check email and it just never connected.
i read somewhere that OEM programs can start causing conflicts and to disable them to see if that worked but i don't what all of them might be so i haven't really tried it.

    Hi Kujaku08,

From ur post i understand that Ur laptop is connected to Network But It not connecting to Internet thats ur Problem , I got that

Ok 169. Range IP you said Kno That is APIPA (Automatic Private Internet Protocol Addressing), and it ranges 169.254.0.0 -169.254.255.255 , When the DHCP Server Fails to Provide IP Address to your laptop ,APIPA provides IP address and it wwil not faciltae you to connect internet,

    Solution:

1.Reboot your laptop and press F8 . Safe mode screen will pop up in that select ""LAST KNOWN GOOD CONFIGURATION"" if ur laptop is part of ur Domain Controller You can select the "DIRECTORY SERVICES RESTORE MODE"

2.Contact ur System admin and ask him to provide the Manual IP , With ur Company DNS Server IP Address , and Public ISP Address feed it manually there you go. Internet is Now connected !!

awesome! i had to find the address for the ipv4 and it worked! the only thing is that my computer still won't auto configure. also, i assigned the address to the local connection adapter and tried to for the wireless network but got a message about the adapters conflicting with eachother if i assigned the same address to both. will one just not start if say... i don't plug in the ethernet chord? or do i have to figure out another address and default gateway?

Do you mean that after assigning an ip address (ip v4) manually it works?
ip-address, subnet mask, default gateway and dns server should be configured automatically!! Please put it back and test if it works if connected to another router.

that's the problem. it was set to automatic but nothing happened. i think i posted that originally. i changed no settings before this happened AND i tried probably 3 different routers. the 2 at work are the easiest to access. but i've never had any problems before then, and the networks haven't changed. i am actually responding via my laptop that i made the changes on. i went back and changed the settings on the ipv4 adapter back to automatic for the local area connection (which immediately disconnected me from the internet even before i unplugged the ethernet) and went to the wireless network connection (same network that can be accessed via ethernet or wirelessly). i changed the ipv4 adapter addresses for the wireless network and immediately gained access to the internet wirelessly. i have yet to try another router since manually configuring but i'm assuming that's moot since the autoconfig is not working (i'd have to obtain another ip address, etc. and reconfigure manually again right?). again, my initial post shows 'almost' everything i've tried.

So it doesn't work all of a sudden on many routers. It did work before. If giving it a fixed tcp/ip address it works. Correct?

If so it a problem connecting to dhcp-server

    In elevated command prompt:

netsh winsock reset catalog (reset winsock entries)
netsh int ip reset reset.log (reset TCP/IP stack)

Reboot and try again to connect
