ok, apparently you didn't read the post i already deleted the idstore.sst file and replaced it, i tried shutting the homegrouprovider/viewer off but they were already turned off and i can't start either of them.
Oh I read the post quite completely, you just need to perform the steps differently than you did the first time.
You don't replace the idstore set file with
anything you simply delete the entire file>
C:\windows\serviceProfiles\LocalService\AppData\Roaming\PeerNetworking
As for the peer network service not starting try this, go back into Services>Peer Name Resolution Protocol and select "Log on" then select "this account" then use Local Service, your computers Administrator account password is the password for Local Service. This should restart the service.
This is the
only fix available for this particular problem and this same problem has come up many times in the past.
