Do I read correct..problem started yesterday??? Do a "system restore" to a date when everything was fine. This for sure puts registry stuff back

No restore points? Why didn't you enable it??

Maybe this helps (first try microsoft solution)
Reset-TCPIP freeware to Repair/Restore Damaged or Corrupted TCP/IP

The Reset-TCPIP application works well with Windows XP, 2003, Vista and Windows 7. Just run the portable tool and select the options. You can download the tool Reset-TCPIP .

I don't know wat it does

Microsoft fix-it did not work?
In elevated command prompt:

Code:
netsh winsock reset catalog
then reboot. Works?

Or even
Code:
netsh interface ipv4 reset
netsh interface ipv6 reset
But I think it only resets setting to default. Not permissions

Nothing found on internet. Only to reset the settings.
Are you willing to do an upgrade install?
Or do you want to troubleshoot further?
