Hi folks. I'm at my wits' end and I hope that one of you could help me. I'm running Win 7 64bit on a Dell desktop connected to the router via an ethernet cable. All the other devices in the house are getting a good speed off the router, it's a 20mb/s connection and we're close to the exchange so no problems there. The ping from the command line is about 70ms to get to iinet (my ISP) but my download speed via Windows is tiny to non-existent:
So the problem seems to be in Windows. I haven't installed any software recently. (I am ashamed to say I don't have any recent system restore points - I KNOW! - long story).
Scanned with my usual A/V (MSE) - all fine
Run TDSSKiller.
Run Malwarebytes.
Run Dr Web. None of them have come up with anything.
Run in safe mode, where the problem still persists.
Did a repair reinstall of windows but I'm guessing the settings just got carried over so nothing changed.
Reinstalled networking
drivers - no change.

I really, really don't want to have to do a complete reinstall of all my software. Can anyone please suggest what I can try next?
