How do I set up a dial-in server like in Windows 98?

Is it possible to set up a dial-up server in Windows 7? It's quite easy to do in Windows 98 but I can't find this functionality in 7.

I'm talking about sharing internet access with an old computer by connecting it back-to back with a new PC through RJ11 phone cord and USB modem.

I am able to do this by running Windows 98 SE in VMware Player.

I can't find any decent tutorial on Google. Any links would be much appreciated.
