Windows 7: Why is my network connection so slow?

Usually ISP will gurantee a certain DOWNLOAD speed that you will always have even if its been shared. Where i am I have a 30Mb/s connection. I can usually get more, if not a lot of users are online but it will never be below no matter how busy/what time of day people are using internet nearby.

well... maybe, but ive gone down as low as .56mbps for a couple min then up to .8 osmthin mbps. if TWC has a minimum download guarentee than i am apparently exempt
