New Wireless Adapter needed or is it an internal problem?

My internet is perfectly fine regarding it's download and upload speed but when I open Google or YouTube, etc. It takes a bit longer to open said pages than before. The only changes I have noticed are my Wireless Signal Strength going from Excellent to now Fair. My Internet went down yesterday,I ran a Diagnose and it returned that there was either a problem with the Router or the Wireless Adapter. It is obviously a problem with the Adapter because if it were a problem with the router surely my brother would have had the same problem? It was fine until yesterday when I had to use a command to 'reset winslock' because my Internet would work on Steam/Skype but not on any browsers, since then it has been running slower. Should I buy a new wireless adapter or is it a more internal program. It should be pointed out that the Wireless Adapter I currently use is the stock one provided with my laptop.
