Cant connect Data card ERROR 711 Remote access manager service wont...

Hi sir/madam

I am trying to use my internet DATA card from reliance that i bought to use net in case when i travel on my dell laptop (Windows 7). It used to work just fine. But since long i am using Broadband wireless now. So now when i finally tried using this dial up data card again,, it wont even connect. It gives this error.

"Error 711: The operation could not finish because it could not start Remote Access Service Connection Manager service in time. Please try the operation again.

<< Also tried reinstalling data card software many many times>> nothing changed.

After that i read bit on net about it & tried to fiddle with few services.

When i try to start "Remote access manager service" manually it gives ERROR 20 : the system could not find device specified.

When i try to start " Remote access AUTO connection manager " service
it gives ERROR 1068 : the dependency service or group failed to start.

Other services like "PLUG & PLAY" & "telephony" work just fine.
So i cant find the problem. I checked event Viewer it shows a lot of errors. A couple of most reoccurring ones are as follows :-
