This is the default for the Public network location - where you do not wish to share files in a public location (wireless Hotspot?)
Like he said - If the goal here is not to share anything on the home network the easiest way is to select Public network for the connection in the Network and Sharing Center. Sharing is done.

Refer to the screenshot below, I am confused for example if I check the documents and pictures does it means it will automatically share my documents and my pictures folder?

Homegroup on same machine,I tick all boxes documents music etc then select save changes close the screen.
If I go back to that page the boxes are un ticked is there any reason why they dont stay checked even after saving...
