Win 7-64 Network Arguing who controls Workgroup

Never seen this one before. Mix of Windows 7-064 and WinXP on network (+ network MFP and Plotter). Why are two computers arguing about who "claims" access to workgroup and how do I fix ?

The name "NAYLORENGINEER :1d" could not be registered on the interface with IP address 192.168.0.xxx. The computer with the IP address 192.168.0.yyy did not allow the name to be claimed by this computer.
