Some times your video card will come with a program that has the ability to change your desktop. Nvidia tool is called Daeman and I forget AMD's tool name.

1 hour ago the problem recurred "god knows why", so I loaded an image of the disk that I had made about 2 hours before (it has NIS installed), it also happens regardless of the web surfer.
Again now I can surf perfectly, but likely in a couple of hours I'll be unable to do it.
What I've noticed is that if I can't surf and I go to safe mode everything is fine.
I still haven't tried your advise to remove NIS with the removal tool and see what happens.
Ten or more years and I've never had this issue--I'll surely be in touch.
