Slow Internet Speed in Win7 Home Premium 64bit

Hi guys I have assembled a new CPU last July 10, 2012. Here are the specs.

Motherboard: ASUS P8Z68 V/GEN3
Processor: Intel Core i7 - 3770 @ 3.40Ghz
RAM: 32G (4 - 8GR DDR3) (16.0G Usable)
Video Card: Gainward GEFORCE GTX 680 (4G)
HDD: 1T
PSU: Strider Gold Evolution Model SST-ST75F-G 750W
CPU Cooler: Coolmaster Hyper 612
SATA: Asus DRW 24B3ST

Before when I used a cracked installer for my CPU, it has given me lots of BSOD's when I try and install Windows updates and I don't know why. So I assumed that it was coming from my old HDD which was 500G. Back then I could stream videos and run stuff normally in the internet (Facebook, YouTube, etc).

So I returned my CPU to the shop and have it installed a new HDD 1T, and bought as well a genuine Windows 7 Home Premium 64bit.

After installing Windows 7 Home Premium 64bit, I haven't had BSOD's only during the time when I installed some updates. Only this time, my internet speed has slowed down when I use the internet (around 2-8kb/s when I download something). But whenever I play LoL or HoN, my internet's speed is normal (60 kbp/s). Its a stand alone external modem from our home line so I connect it to the CPU. I tried connecting the stand alone modem from the office line and still the speed does not improve. When I use the home line and connect it to my laptop, everything's well, even my internet browsing and downloads but when I connect it back to the computer, it slows down.

All of my drivers are installed and updated, and I don't know what's causing this. I am assuming its because of the updates I installed.

Any help will be appreciated. Thank you.
