The only other thing I can think of is to try something called Port Forwarding, unfortunately I'm not too sure how you'd set it up for your particular modem.
sorry but port forwarding is a trick to make an application running on your home pc visible from the internet. So if you're behind a router. And has nothing to do with speed.

Try a clean boot. And "safe mode with networking" Safe Mode
    Same problem?

I haven't installed any windows update or anything for the mean time so that I can easily identify the problem. What do you mean by Google is using a proxy?

    Update:

Tried the clean boot and safe mode with networking, my download speed is still around 3-5kbps. (I used VLC installer as the test download)

Can the browser be a problem? Since the Chrome I installed came from the support cd of the motherboard. And it's odd, I'm downloading Firefox right now and its downloading at a maximum speed, for the first time.

    Hi, again.

Is the problem because of the driver? My current LAN driver is Intel(R) 82579V Gigabit Network Connection.
