Can Windows 7 Ultimate connect to/manipulate a PC running Vista?

I have Windows 7 Ultimate (64-bit). My dad's computer runs on Vista (32-bit).
He needs help with his system, and it just takes too long to try and talk him through things over the phone. We are more than 1,000 miles apart.
What I'm needing to do, is connect to his computer and see his folders, files, etc. I'd want to delete files, uninstall old software, things like that.
Does Windows 7 Ultimate provide the ability/software to do that? Again, the computer I'd be connecting to runs on Vista.
Any help would be greatly appreciated!

Teamviewer will do the trick
get it here
scroll down to utilities...you'll both need to install it, and allows remote connection. I use it all the time on peoples PC's to fix them up
