Starting up in safe mode with Networking would be the next option to try. This is because your ipconfig shows you are online but you can't seem to get anywhere so something may be blocking the connection. Which A/V software are you running?
You might also want to disable the Microsoft Virtual WiFi miniport adaptor in Device Manager as it sometimes causes connection problems.
You can usually determine if an installed program or A/V software is blocking the connection by starting up in safe mode with Networking. Safe Mode
