Problem using network troubleshooter: error 0x80070490
When attempting to use the network troubleshooter, I receive this error (0x80070490) "A problem is preventing the troubleshooter from starting". I have attached a jpg of the problem, hoping for some answers. Thanks!

gpedit.msc in not found using search and I have already attempted using the sfc/scannow command when running command prompt as an administrator, I should have previously specified that. I however have tried nothing else to date, any other ideas? Thank you

gpedit.msc is how you get to the local group policy editor to check for User restrictions which could be causing this problem. Other than that you can try Googling for an answer.

I have not been able to locate gpedit.msc in system 32, search, or run. It simply seems to not exist. I am running windows 7 Home Premium. Also, this is the result when using the command sfc /scannow (attached photo)

If you can't open reg edit and you aren't passing sfc/scannow then you have some pretty big problems. I would start with a virus scan.
You might consider restoring from a system image or try a start up repair from the Windows CD.
