Unable to change Network Sharing to Off

I have Win 7 x64 and originally set up and used one account that was an Admin account, thinking that I had all rights and priveleges as I should have, being the sole user.

Then I started noticing strange things like I was unable to change my Network Sharing to Off. I would select that option only to have it back On.

To my horror, I then realized that my computer had been hacked and a Default account had ALL rights and privileges and limited my account!

I called a computer specialist that reset my computer back to the original settings and am starting over.

This time I have two accounts - an admin and regular account. I only work in the regular account now.

When I log in as an Admin to check up on things, I am am once again unable to disable network sharing even though I have a Homegroup.

Why is this? How can I know if a hacker has taken over that account?

If you go to this historic thread: Can't turn on network discovery!

In that post is how to turn it on, simply change step b from automatic to disabled.

Let me know how you get on

Thank you for your help. I looked at the service (Function Discovery Provider Host) and confirmed that it is set to 'manual' and is running.

I do not see how to change just the Public Discovery to Off in this menu.

Any idea why it will not let me turn that Off in Admin mode via the Control Panel? It is disturbing.
