Weird problem with a "new" computer

I set up a new computer for my in-laws, and I'm having trouble getting it connected online. It worked perfectly fine at my house, and when I took it over, it seemed fine. It booted a little slow and took a while to get connected via a wired connection directly to their FIOS router. I got an IP, and could open google.com but no other websites would load completely. I'd get the title bar and the background...then it would stop. Chrome did the same thing. If I would refresh the page a few times, it would sometimes fully load. I was able to download new Intel network drivers for the Intel 82566DC-2 connection and load them, with no change.

The PC in question is as follows:
Intel Q8300 proc
Intel DG33FB motherboard
Nvidia GT 520 card
4 GB Crucial memory
Windows 7 Ultimate x64.

We tried a Dell laptop and it couldn't get a connection by the same cable at all, and an older tower with the same Intel onboard network card works fine. The cable is connecte directly to the FIOS router, which has been reset several times.

I'm running out of options to try, aside from buying a new mobo and giving that a shot. I'm trying to dig up some of my old PCI network cards to try.

Any suggestions?

A long shot, and not likely since the laptop had similar issues, but in transit from your house to the in-laws house, could it have been damaged at all?

Static and/or DHCP?

Did you try static addresses or DHCP (or both)?
Did you check for (embarrassing) typos in the settings?

I always try to start with the easiest thing first. Have you tried a new cable?

Also run a ping -t "website" see if the results vary any. You have to end the ping command with contol + c. Let it run for a minute

It's a very short drive, and I had it wrapped in a padded towel, laying on the back seat of my car for cushioning.

I couldn't get connected to the FIOS router to check on a static IP range. The password was changed by my brother-in-law and everything he was texting me to try wasn't accepted. No settings needed to be changed on the computer, so no chance of typos.

I didn't swap the cable because it's been a known working cable, and it still works fine with the old tower I had replaced. When my brother-in-law hooked up the old tower late last night, it worked fine. When I was there, I was trying to ping www.google.com and I would get roughly one drop in every 4 to 5 pings.

Are you sure it is a Router you are connecting to and not just a Modem. Sorry never dealt with FIOS but it may be just a modem and it will only hand out one IP, which would be a public IP, to the first device connected to it, unless powered down for a time then powered back up with another device connected. Like a Cable Modem.

Post an IPconfig /all from any of the computer you are connecting to the modem.

It's definitely a router. FIOS gives you a router with the modem device built-in. We've had issues with the router before. My wife and I have both brought our laptops to their house and have had to reset the router to get a solid connection. Both our laptops have Intel wireless cards, so that's what made me begin to think the router has issues with certain Intel devices.

When they switched to FIOS, I was there to set up the router and add a password to their wireless network. So I'm 100% sure it is a router.

Does the modem/router combo box have an option to set it into Bridged Ethernet mode? If it does you could use that to disable the router sections and add a good wireless router that you won't have these problems with.

If the passwords aren't being accepted, have you considered resetting to "factory defaults"?
