I'd have to see a screen shot of the ipconfig/all from the problem machine before I trashed the Op system. This sounds like it might be a winsock or TCP/IP problem.
If this is a new laptop I'd have to remove all the bloatware that was preinstalled before I'd do anything else.
Right that was the last option I gave him.
It's a "New" system or so he says. Not much to trash by re-install the OS on a New system.
I do that anyway with all new notebooks I have ever bought.
