I decided to follow your suggestion and downloaded Microsoft Security Essentials. I installed it yesterday and so far, so good. I'll post again after I see if this is going to work. Thanks for the advice!

Was just reading through this thread because I have been having the same issue. My internet connection at home has been awful for awhile, but the last week it became worse and worse until it stopped altogether. I have rebooted my combo modem/router many times, but it no longer seems to work. I realized yesterday I could get to google and execute a search, and get a list of results, but when I click on any of the results, nothing happens. I have repeated this problem on two Microsoft Surface RTs, a Sony Windows Vista laptop, a Dell Inspiron all in one running Windows 8 Pro and a Compaq netbook running Windows 7 starter. When I tried the laptop last night, I noticed by accident that I can get to any Yahoo website. From My Yahoo, I could click on any link and as long as it was an article on the Yahoo site, I could go there. I finally decided to hook my laptop up via LAN cable to my router and received the same exact results.
I thought my router was the problem or the modem portion of it, but I can get to Google and yahoo. I tried pinging sites, and got good results.
Other than Yahoo and Google, my Windows mail is coming in. It seems intermittent, but every so often I have new emails.
I cannot use my Netflix app from any TV or device, or any app on my tvs that require internet access.
So the problem seems very odd.
One last point, I am using one of the Surface's that wont work at home right now, but I am at work, connected to the Wi-Fi connection at work.
Any thoughts would be great. Have not tried Microsoft tool recommended at the end of the thread as I just red it this morning.
Since I uninstalled Avast! Antivirus and installed Microsoft Security Essentials, I haven't had a single problem. I'd recommend it if you're having this problem. I still haven't figured out why it happened, but my problem is solved!

Try switching your Dns to for example google DNA which is 8.8.8.8 alternate 8.8.4.4
Hi all, I had very similar symptoms to the original poster and switching off the Avast firewall and enabling it again solved the issue for me.
I'm on Avast Internet Security 2014.9.0.2008.
I don't even have antivirus and yet I am facing the same problems. Even my smartphone doesn't open websites when on the institute's wifi. Please help. I have executed the cmd netsh commands but to no avail.
This may not solve the problem for everyone but i have a simple solution for this that worked for me and doesn't require DLing a bunch of unfamiliar programs. Simple explanation is most sites still use IPv4. Sites like Google Youtube Facebook and many other very popular sites have already started using IPv6. If you find that you can connect to sites like these and no other sites you probably have a problem with your IPv4 settings. I'm using Win7 so I'll leave instructions for that but I'm sure you can figure out the steps on other versions.
1) CONTROL PANEL -> NETWORK AND SHARING CENTER.
2)Once on NETWORK AND SHARING CENTER page click on CHANGE ADAPTER SETTINGS (toward top left portion of page)
3)Find the connection you use on the NETWORK CONNECTIONS page (<-the page that pops up) RIGHT CLICK on your connection and choose PROPERTIES.
4)In the popup window on the NETWORKING tab you will see a list of checked boxes with script next to them. Find the one labeled INTERNET PROTOCOL VERSION 4 (TCP/IPv4)
5)Highlight the text (single left click) and click the PROPERTIES button (middle right on page)
6)On the PROPERTIES page under the GENERAL tab you will want to make sure the bubbles next to OBTAIN IP ADDRESS AUTOMATICALLY and OBTAIN DNS SERVER ADDRESS AUTOMATICALLY are both checked. (the top bubble for ip and top bubble for dns should both have a dot)
7)Push OK/APPLY on all windows as you back out of these options and repeat these steps for all connections on the NETWORK CONNECTIONS page.
8)Restart computer/router/browser as necessary but this should fix the problem instantly.
For people still having this issue in 2015 like me and none of the answers on the Internet work try this.

ltvvaughn i admire your persistence and because of that i registered here and had to post my solution after trying almost everything.
Tried:
dns flushing
checking out the hosts file
remove avg
ran registry cleaner like ccleaner
did winsock reset
press start> type Windows firewall with advanced security
pick diagnose/repair and click network adapter. It will start checking and will tell you that is has changed some invalid IP settings.
Now try to surf. I hope i helped some other people because this cause allot of headache to me.

Problem is back, i will post my next steps.
Uninstalling DWA-160a wireless driver, reinstalling again.
Instead of letting it automatically configure the router settings i picked manually just to make sure. When it showed me available networks wiifree network was highlighted (probably because it has the best connectivity). Hopefully this was the problem i will reboot.
The last step fixed the problem. Hopefully it helps yours aswell!

Another day of headache but now i really found the problem, uninstall ROG gamefirst program. It most have stayed in "gaming mode only" setting. Glad its finally fixed!
