Download speed issues with some files.

Hey everyone, I am trying to download an add on for WoW but the download I work on is like 1.4mb and when I start the download the speed looks fine and shows me ETA 21 seconds and few seconds later it suddenly plummets to 23 minutes, cause the download speed decreases steadily. What is going on and how can I fix it?

I run Windows 7
On a laptop of Terra

Downloading WoW was 22GB and that took me only hour.

Who is your ISP and do you know if they enforce throttling during peak time/bandwidth cap/ on downloads?
