windows multicast outgoing response

hi i wonder if anyone could help me understand if multicast can be stopped from trying to contact other computers, Block Unicast Responses to Multicast Traffic: Windows Firewall (WF) i tried this but i think all that does is block muticasts from other people and not your own? i am running windows 7 home premium, i have been having a few problems lately and i found a program called windows 7 firewall control and under those settings for local, i found broadcasting and several others all permitting the action i have now stoped them but multicast is constantly try to reach out to others i think can it be stopped by cmd prompt? attached a screen shot of windows 7 firewall control too
