Windows 7: VLAN questions

Okay i posted about a class project last week, i think i have the general stuff put together but have a few questions.

We are thinking of setting up a VLAN and then having a few computers hooked into it one being like a boss computer, one being a acct computer or something of that nature with files being able to be seen only by acct for that department and then a management that can see all files!

Basically we have workstations, hooked into a gateway/switch which is run to a server computer, my question is can we set up a vlan through one of the workstations or will we have to install server 08 on one of the computers we use? second could we use just a router for this like a linksys or belkin router? Basically what equipment is needed to set it up?
