How to limit the download speed of my internet connection

I'm using a USB dongle to connect to the internet. Sometimes i want to limit my download speed of the connection. How can i do that? Is there any programs that allow me to achieve this?

There's a paid program Bandwidth Manager that is supposed to limit bandwidth per user. I haven't tried it. I use GigaNews Accelerator to limit bandwidth if I want to surf while downloading.

Sounds like you are talking limiting the total bandwidth but it would help if you gave more details.

My computer is used by someone and he's eating up my download quota for the month. It's just 10GB. I can't stop him from doing that. So i want to limit the download speed so that he can't finish my quota in just mere hours.

I have no personal experience with any of the software I'm finding on search. On this one I should leave it to those more network savvy than I. The only freeware I found had to be run on the server. It didn't sound useful for your situation.

But now that the problem is more clearly defined perhaps someone will chime in. :)
