I use chrome portable for my proxy connections with this command: GoogleChromePortable.exe --proxy-server=socks="localhost:1080"
This opens a Chrome browser and opens the socks internet proxy for the current session and any tabs opened in that session. Once the browser is closed it is rest to normal. netsh winhttp

Create Proxy connection: netsh winhttp set proxy 10.22.12.12:8080
Reset poxy connection: netsh winhttp reset proxy
