Windows 7: How to get Latency lower

Alright so I have tried and tried to get my pin and Latency lower than what it is currently avg 41 (I used to see 5 at some points ).

CABLE - My cable Co. is Time Warner Cable - Road Runner High Speed - Pulling about 20MB/s Upload 1.5MB/s



MODEM - Motorola Surfboard DOCSIS 3.0 high speed
ROUTER - DLINK 885 - Dual Band 300N+ 2.4Ghz and 5.0 Ghz

Ive tried the whole optimize TCP and doing the DOS thing to set up the packet restrictions, but nothing has worked. What ways can I lower my latency even more, playing online games im scoring like 60, but I want lower.
