Windows 7: Helo to send all fax messages without getting any error messages?

I use a WHCL, V90, external USB modem through VOIP phone service in Windows 7 64-bit OS PC, have made sure my firewall doesn’t block Fax and scan, and Windows 7 Fax and scan program works sometimes and does not work sometimes. I get these error messages: “Pending”, “Retries exceeded | Busy”, “Retrying | Busy”, “Retrying | Fatal error”, “Retries exceeded | Fatal error”, “Retrying | No answer”, “Retries exceeded | No answer”, “Retrying | The remote fax machine did not respond in time, and the call was terminated”, “Retries exceeded | The remote fax machine did not respond in time, and the call was terminated”, “Retrying | The telephone line quality is poor, and the fax cannot be transmitted correctly”. I'm perplexed since Fax and scan works sometimes and sometimes dos not work. Most Fax phone numbers I send things to are US Congressional Senate and House of Representatives offices in Washington, DC. I have added up to six (6) second delay to Fax telephone numbers to assure dial-tone is heard on the phone line before the modem dials the numbers, gotten all the Fax telephone numbers from Congressional website Contacting the Congress: A Citizen's Congressional Directory, adjusted the transmission speed settings in modem properties, verified the modem I use confirms it will work with Windows 7 64-bit OS and installed the driver from the CD that was packaged with the modem. WHCL appears to confirm it will work with Windows 7, 64-bit OS. I have made VOIP service setting changes in keeping with what magicJack tells me are required. I have searched the web quite a bit to resolve my problem. Do you, or anyone have any suggestions for me to try anything I have not already done in order to have Windows 7 Fax and scan program work well enough so that it will send all Fax messages without my getting any error messages?
