UAC administrator settings fail

I have a new desktop touchscreen, sony. It has windows home premium installed. However, in the course of trying customization of my new computer, I can't get FULL ADMINISTRATOR privileges. the only way I know is when I try to use my spybot search&destroy shredding program, it says I don't have administrator privileges. I have searched, retried settings, and just when I thought I had the settings right--- I get a message: "you need administrator privileges for access..." HELP!!!!

Right click the program & choose 'run as administrator' - see if that works.

What type of user account are you running? Is it an administrator or standard user account?
