I have just installed a XH1176 USB 56K Modem. Does not seem to make any difference what software I use I can make outgoing calls through my landline using my PC but I cannot answer any incoming calls. Any suggestions?
This goes way back for me...lets see if I remember correctly. Are you online while trying to answer the phone? I remember that there was some software the would allow you to answer an incoming call by automatically terminating the online connection and when call was over to reconnect connection. Damn dude that was almost 15 years ago...when I was on dial up.

I am connected to the internet, via high speed broadband via my LAN. Yes I remember those old days. Now modern laptops dont have voice modems anymore so I purchased a USB Voice/Data/Fax Modem and have set it up and have no problem phoning out, but when incoming calls arrive I cannot answer them!

I'm pretty sure that Magic Jack can fix this problem although it's hardware based it does work.

That modem you purchased is for connecting to the net via phone line. Did it come with software to allow you to do that? If not you will need some third party software to do so.
Or like chev65 pointed out, magic jack will do it for you. I had one when they first came out and worked great.
