opening a specific port

Hi,
Small back story first:

Through my uni halls, the internet provider provides their own tv service (basically identicle to freeview in the UK for chanel choice) this is iptv.

Now with Windows 7 I can't seem to play it, there trouble shooting doesn't include Windows 7 yet but both for xp and vista it talks about opening port 1234.
How do I do this?
I found a guide on here telling how to access ports but I didn't know where to go after that for a specific.

Any other ideas to try and make it work, if this one doesn't? It worked last year on xp 64bit.

thanks, just tried it, still hasnt worked.
may just need to phone up for trouble shooting.
I do get this error report though, if anybody can understand it:
