    Is anywhere to make Ip to Static ?

    Yes, you can do it in your network connections.

    Click start. type network connections in search box press enter.
    after dialog box opens right click on your adapter, and select properties.
    Scroll down the list and find Internet Protocol Version 4 (TCP/IPv4) and select it.
    Choose properties and enter your information.

    You can also set a dhcp reservation on your router. This way you're still using DHCP to get an IP address but you will always get the same address.

    But always when i off my internet , My Ip address change to other new IP ?

    Thats the main reason that people use DHCP reservations. Typically when your not connected to your network you will want to use DHCP.

    99% of the time when you connect to a different network your IP address will change depending on what the DHCP scope is on the new network.

    The only way setting a static Address will work 100% of the time is if each network you connect to has
    1. uses the same private address range.
    2. IP address not in use.
    3. Same Ip address for default gateway.
    4. same subnet mask.

    I guess i need to figure out what exactly you're trying to accomplish?

    Are you speaking about your local or public IP address?

    For the local address, it's as parman said, and that does not depend in any way your internet connection.

    But the public IP address is given to you by your ISP, without any chance of having any fixed one. It really depends on what plan you have, for most home connections, IPs are dynamic, and static IPs are often for companies or more expensive plans. Unless you specifically ask for fixed IP, you're going to get a dynamic one.
