Down/Upload Speed Increase on Switch User Screen

I hope to find some explanation and tweak for this here. I frequently upload files to the net, which usually takes a while. My connection goes through a VPN. Whenever I put my Win 7 Home Premium on the Switch User screen, however, with the upload running, the speed increases to about 1.8 MB/s or even 2.5 MB/s depending on the time of day. This happens with download, too. Download gets more, of course, up to 6.0 MB/s.

This is great, but how come Win 7 allocates that upload bandwidth only when I click on switch user and leave it on that screen? As soon as I click on my account to return to my desktop the speed drops to the usual 250 or 500 kB/s. Strangely enough, this idle speed up, if you may call it that, happens with upload and download.

I am assuming this is a Windows thing? Can I tweak Windows in such way that it allocates the maximum upload speed all the time?
